Arab mission statements on Syria "reassuring": Russia (Reuters)

MOSCOW (Reuters) ? Russia's Foreign Ministry praised Arab League observers in Syria on Friday who were sent to check whether government forces have halted violence against protesters and said their comments were "reassuring."

"Judging by the public statements made by the chief of the mission M. al-Dabi, who in the first of his visits went to the city of Homs...the situation seems to be reassuring," the ministry said in a statement on its website.

In an initial tour of the protest hotbed city of Homs, Sudanese general Mustafa al-Dabi raised international concern over the mission's credibility with a comment that he had seen "nothing frightening." He said more time was needed to make a final judgment.

Moscow remains one of the last allies of Damascus following nine months of violence that the United Nations says has killed 5,000 people and isolated President Bashar al-Assad from most of the international community.

Russia, which has supported the Arab League monitoring mission from the start, called on the Syrian leadership to continue working constructively with the mission.

"We are counting on the professionalism and objectivity of the participants in the mission of Arab observers," said the Russian statement.

"We consider it very important to ensure consolidated support for the realization of the assignments that stand before the Arab League observers on international and regional levels."

Russia has submitted a revised United Nations draft resolution condemning the bloodshed but has stopped short of blaming the Syrian leadership, which accounted for seven percent of Russia's total of $10 billion in arms deliveries abroad in 2010, according to the Russian defense think tank CAST.

Human rights groups such as Amnesty International have raised questions about the choice of Dabi, a senior Sudanese general, to lead the observer mission.

Dabi was head of Sudan's military intelligence in the early 1990s, a time when rights groups say opposition figures were detained and tortured. He also held posts in Darfur at a time when International Criminal Court prosecutors say Sudanese authorities committed genocide.

Verizon reverses on $2 fee for one-time payments (AP)

NEW YORK ? After a customer backlash, Verizon Wireless on Friday dropped a plan to start charging $2 for every payment subscribers make over the phone or online with their credit or debit cards.

In a statement on its website Friday, the company said "customer feedback" prompted the decision to drop the "convenience fee" it wanted to introduce on Jan. 15.

Verizon wanted to steer people to electronic check payments, which are cheaper, and automatic credit card payments, which are more reliable.

A petition on Change.org against the fees had gathered more than 95,000 names by Friday afternoon, a day after Verizon, the country's largest cellphone company, announced the fees. The petition was set up by Molly Katchpole, who earlier this year started a successful campaign to make Bank of America drop a $5-per-month fee for debit-card use.

Payment processors for power companies usually charge "convenience fees" of up to $5 for every payment made by phone or online, but cellphone companies haven't taken the step yet. The furor against Verizon hints that they may have to wait further.

Verizon Wireless serves 91 million phones and other devices on accounts that pay the company directly, and more who pay indirectly through other companies. It's a joint venture of Verizon Communications Inc. of New York and Vodafone Group PLC of Britain.

Algeria leaders have lost touch, risk anger: review (Reuters)

ALGIERS (Reuters) ? Algeria's leaders are out of touch with their people who are growing increasingly angry about unemployment, red tape and poor housing, said a senior official carrying out a presidential review of the country's economic and social woes.

"Demands for radical changes are huge. People want to see a new way of governance," Mohamed Seghir Babes told Reuters in an interview.

He did not say that Algeria could face the kind of uprisings seen this year in its neighbors Tunisia and Libya and across the Arab world.

But his language, and his warning over public anger, were unusually strong for an official linked to the government.

"People are still unhappy. They are still demanding jobs, houses, less bureaucracy and a better life," he said.

Algeria, an OPEC member and supplier of about a fifth of Europe's imported gas, did see some riots in early 2011. But they died down after President Abdelaziz Bouteflika used emergency funds to raise state wages and subsidies.

Bouteflika also ended 19 years of unpopular emergency law and ordered Babes to carry out a seven-month tour of the country to take stock of Algerians' expectations.

"President Bouteflika asked me to visit the country, speak to the people in particular those representing the civil society, and come back with an answer as to 'Why is it that Algerians are still unhappy despite billions of dollars invested in economic and social programs'," Babes said.

Babes, who heads the National Economic and Social Council (CNES), said he found Algerian leaders "have lost touch with the people ... We must reconnect with the people ... A radical change and deep reform are essential to restore the link with the population."

He said people were particularly angry with a Centralized decision-making system which often overlooked the needs of local communities.

"This has to change rapidly. People are fed up," he added, citing the government's low-income housing program as an example of an unpopular scheme.

"The design of an apartment built in the capital Algiers should be different from one built in the desert, but in Algeria there is no difference because everything is decided in the capital," he said.

Babes said unemployment among graduates was "important" but could not give a figure. Official figures put unemployment at 10 percent but independent sources say it is much higher especially among the youth.

Algeria has launched a five-year development plan worth $286 billion to revive the economy.

With $188 billion in foreign currency reserves and huge oil and gas wealth, Algeria's socialist-style economic policymakers have, to date, not made attracting foreign investment a priority.

Italy raises $14 billion at much lower cost (AP)

ROME ? Strong demand for short-term Italian government debt on Wednesday pushed the country's borrowing costs lower and suggested investors have become less jittery about an imminent default by the eurozone's third-largest economy.

Italy raised euro10.7 billion ($14 billion) in a pair of auctions at sharply lower rates than those it was forced to pay just a month ago when investor concerns over the ability of the country to service its massive debts became particularly acute and effectively prompted a change in government.

The sharp decline in Italy's borrowing costs could be a signal that commercial banks from the 17 countries that use the euro diverted some of the money they tapped from emergency loans from the European Central Bank last week to buy the bonds of heavily indebted governments. It may also suggest rising investor confidence in Italy's recent efforts to reduce its long-term debt through a variety of austerity measures.

The Bank of Italy said the average yield on its euro9 billion ($11.8 billion) six-month bill offering was 3.251 percent, half the 6.504 percent rate it had to pay at the equivalent auction last month. And an auction of two-year bonds, which raised euro1.7 billion ($2.2 billion), also saw the yield fall to 4.853 percent from 7.814 percent last month.

"This is an encouraging development, suggesting that the Italian sovereign debt market has pulled back from the dangerous situation in late November," said Raj Badiani, a senior economist at IHS Global Insight.

"The calmer environment reflects the passing of additional austerity measures and some welcome progress on the structural reform agenda, coupled with the ECB's decision to provide additional cheap financing to Italian banks," Badiani added.

After initially cheering the auction results, sentiment in markets deteriorated sharply in risk-averse trading following a weaker than anticipated performance on Wall Street.

While Italy's FTSE MIB fell in line with other stock markets, the euro slid to $1.2938, its lowest level since Jan. 11 and the yield on Italy's benchmark ten-year bonds pushed back towards the 7 percent mark that is widely considered to be unsustainable in the long-run. Further insights into the level of demand for Italy's ten-year bonds will emerge in an auction Thursday.

Italy is the eurozone's third-largest economy and is considered too big to save under the eurozone's current bailout funds. Markets have grown fearful over the past few months that Italy will find it difficult to pay off its massive debts, which stand at around euro1.9 trillion ($2.5 trillion). Next year alone, Italy has some euro330 billion ($431 billion) of debt to refinance.

Mario Monti, the country's new premier, got parliamentary approval last week for more spending cuts and tax increases intended to save the country from financial disaster. One of the most controversial aspects of the austerity package is reform of Italy's bloated pension system.

As well as possibly indicating increased confidence that Monti's efforts will keep the country's finances on a sustainable path, Wednesday's auctions could also have been supported as well by a large infusion of credit to eurozone banks last week from the European Central Bank. A week ago, 523 banks took the opportunity to swell their coffers by euro489 billion ($639 billion), the largest ECB loan operation in the 13-year history of the euro.

There has been speculation that the stronger banks might use the cheap, long-term loans ? on which the current interest rate is 1 percent ? to purchase government bonds that carry higher interest rates and profit from the difference.

That could support both government and bank finances. But it would run contrary to efforts by many banks to lower their exposure to bonds issued by heavily indebted governments.

While some banks may be using the money they got from the ECB to buy up government debt, many others appear to have opted for a much safer option ? depositing their new cash back with the central bank. Figures Wednesday showed eurozone banks parked a record euro452 billon ($591 billion) overnight at the bank Tuesday, surpassing the previous record of euro411.80 billion set only Monday.

Disputed Voting Turns Church, a Kremlin Ally, Into Its Critic

Always a reliable pillar of support for the government of Prime Minister Vladimir V. Putin and his United Russia Party, the powerful Orthodox Church has been noticeably ? to some, shockingly ? critical of the elections. Arguably the only major national institution outside the state, the church could potentially play a significant role as the current political and social crisis unfolds.

Patriarch Kirill is by no means the only religious critic of the government since the elections, and certainly not the toughest. ?People of the most varied convictions are now gathering on the square, but they are united by one thing, their unwillingness to live like this any longer,? Archpriest Aleksei Uminsky, a popular Moscow priest who hosts a television program about Orthodoxy, said at a public gathering last week. ?The same thing is happening right now in the church.?

In addition to urging the church to invite serious discussion about Russian society, Father Uminsky called attention to injustices within the church ranks. He cited the case of a priest who died of a heart attack while fighting to preserve church property from Kremlin-backed development plans. ?There was no reaction? from any church leaders in that case and other disturbing episodes, he noted, ?but something is brewing inside.?

Another prominent Moscow priest, the Rev. Andrei Zuevsky, posted a sermon on his Facebook page last weekend that sharply criticized the existing order, and was quickly circulated on blogs.

?As a result of the particular way in which power is set up in our society today, this arrogant attitude toward the people has become the abnormal norm,? Father Zuevsky said. ?Those in power are not only haughty, they refuse anyone but themselves the right to decide what is good and what is bad.?

The criticism has grown so heated that Patriarch Kirill, keenly aware of the church?s continuing dependence on the state, has felt compelled to warn priests to watch their Internet tongues, saying, ?Careless and sometimes intentionally provocative statements by priests cast a shadow on all of God?s church.?

Yet the patriarch, known for mixing tradition with enough modernity to keep himself and his church relevant, condemned neither the Internet nor the right to criticism voiced by priests, monks, nuns and even bishops now blogging and posting on Facebook. Every new parish in Moscow, he has said, should keep in step with the times, accessible to young people and with a home page.

Those comments, at a diocesan assembly on Friday, followed both the statement last week in which Patriarch Kirill upheld the right to protest and sermons on Dec. 17 and 18 in which he urged the government to heed popular anger.

At the same time, alluding to the 1917 Bolshevik Revolution and the Communists? near-destruction of the church, he warned of the dangers of revolution in Russia and of the Internet in manipulating the masses, and stressed that all Russians must work on personal transformation in order for society to change. ?We no longer have the right to be divided,? he said, calling for a broad civic dialogue. ?The blood that was shed in the 20th century does not give us that right.?

Particularly striking since the elections have been statements by priests, including those of Father Uminsky, published by Pravmir, a Russian Orthodox news Web site. Patriarch Kirill ? while lauding official steps, like President Dmitri A. Medvedev?s recent appointments of hard-liners to high government positions, or his promises of change ? went out of his way to praise Pravmir?s coverage of the church and society.

The Rev. Dmitri Sverdlov, a young priest who used to work in finance, drew a broad audience and the admiration of secular liberals often cynical about the church with his account of volunteering as an election observer at a Moscow polling place and seeing ballot stuffing in favor of United Russia.

The diocesan assembly has since forbidden priests to act without authorization as election observers, and has warned that it is ?extremely dangerous? for clerics to violate the overall church rule against participating in election campaigns.

Yet Pravmir and the recent involvement of the church in the discussions about the elections have surprised secular Russians. Dmitri Gubin, a journalist and avowed atheist who had said the silence of the church hierarchy was leading him to regard the Russian Orthodox Church as a branch of the state, said he was ?dumbfounded.?

?For the first time in Russia, I got a clear religious view on a secular problem,? he wrote in Ogonyok, a newsmagazine.

Andrei Zubov, a historian who has studied Russian church-state relations, said the Russian Orthodox Church today had modeled itself on the Kremlin ? ?The church is building approximately the same kind of authoritarian system as has been built by today?s regime? ? and yet was gaining legitimacy as the Kremlin lost ground.

This, he contended, enables Patriarch Kirill to appear as a voice of moderation, a position most likely encouraged by the authorities.

?His declarations are taking on more and more the tonality of a high moderator, who can, he thinks, still calm down the situation, which is headed otherwise to a complete split of society from the regime, and, correspondingly, towards profound political crisis,? Mr. Zubov said.

Archpriest Vsevolod Chaplin, chairman of the Moscow patriarchate?s department on church and society relations, has said recently that he was meeting regularly with representatives of various political parties, including the Communist Party.

Father Chaplin, a controversial figure who hews publicly to government policy yet also frequents a Moscow club known for indie music and alcohol-fueled debates, said there were now Orthodox believers among the Communists, who are No. 2 among the officially sanctioned political parties in Russia, after United Russia.

For now, the church is avoiding unsanctioned political parties. ?So far, the radical opposition has not come to us with proposals to facilitate a dialogue with the authorities,? Father Chaplin said in an interview. ?A dialogue is needed of course.?

The patriarch and Father Chaplin have stressed that the Russian divide is not just between the Kremlin and those in the streets, arguing that dialogue must include everyone: the elite, workers and peasants, liberals and conservatives, officers and soldiers, and the creative intelligentsia.

Crear uno, dos, tres... mil Wikipedias

Entre las actividades m?s utilizadas en Sugar, seguramente estan las Wikipedias offline (en espa?ol y en ingles). Estas actividades estan un poco desactualizadas actualemente, pero ademas el proceso para crear una nueva actividad es bastante complejo y no est? muy bien documentado.
Por eso, en estas ?ltimas semanas, estuve trabajando en modernizar el proceso, eliminar todo lo que no fuera necesario, hacerlo m?s sencillo y documentarlo, de forma de que otros voluntarios puedan crear nuevas versiones de Wikipedias offline, quizas en otros idiomas, o con selecciones de grupos de p?ginas de temas espec?ficos, como historia, geograf?a o ciencias naturales.
Hay otros proyectos que tratan de hacer wikipedias offline, pero en general toman todo el contenido disponible. En nuestro caso, tenemos limitaciones de espacio, por lo que es importante tener un procedimiento de seleccion de p?ginas. En un pr?ximo post voy a escribir acerca de como funcionan estas herramientas.

Oil sands OK starts option clock for Athabasca (Reuters)

CALGARY, Alberta (Reuters) ? Athabasca Oil Sands Corp has won regulatory approval for its MacKay River oil sands project, opening a one-month window that could result in its state-owned Chinese partner taking full control of the development.

As part of a previous funding deal, Athabasca and its joint-venture partner, PetroChina, have options to trade the Canadian company's 40 percent interest in the 150,000 barrel a day project in northern Alberta at a strike price of C$680 million ($665 million).

If either the put or call options get exercised, Athabasca would have to repay loans advanced by PetroChina, which totaled about C$468 million at the end of September.

With approvals from the Alberta Energy Resources Conservation Board and the provincial environment ministry in hand, both sides have 30 days to decide whether to pull the trigger on the put or call options. Athabasca has said that if options for MacKay River and another larger project, called Dover, are exercised, three of its other, 100-percent owned, prospects would be fully funded.

Athabasca's projects are part of a rush of developments mixing Canadian resources and Asian money.

"Obviously it's a very material event for us and I really can't comment on the possible outcome, but both parties are looking at the possibilities," Sveinung Svarte, Athabasca's chief executive, told Reuters.

Athabasca has said that if all positions remain the same, it would spend C$187 million on MacKay River in 2012. Construction on the 35,000 bpd first phase is scheduled to start next month with first production slated for 2014.

MacKay River is a steam-assisted gravity drainage project, in which steam is pumped into the ground to loosen up the tar-like bitumen so it can flow to the surface in wells.

Construction costs are expected to be around C$37,000 per daily barrel of crude, which is in line with Devon Energy Corp's recently announced expansion of its Jackfish project, Svarte said.

That would put the cost of first phase of MacKay River at about C$1.3 billion.

Steam-driven projects are not as labor- and materials-intensive as those involving mining, bitumen extraction and upgrading plants, so they are not as susceptible to cost overruns, he said. Also, much of the equipment is assembled in the United States, away from the higher costs associated with Alberta's growing boom.

PetroChina is one of several Asian companies with investments in Canadian oil sands assets and developers.

China, Thailand, South Korea and Japan are among countries flocking to Canada as a stable source of energy supply and one that has welcomed foreign investments. A snag so far, however, has been the lack of a supply route to the Pacific from the oil sands deposits of Alberta.

Next month, public hearings are scheduled to begin for the first new project aimed at shipping large volumes of oil sands-derived crude to Canada's West Coast, Enbridge Inc's C$5.5 billion Northern Gateway proposal.

Athabasca shares fell 1 Canadian cent to C$12.11 on the Toronto Stock Exchange on Wednesday.

Avastin Disappoints Against Ovarian Cancer

Avastin, the blockbuster drug that just lost approval for treating breast cancer, now looks disappointing against ovarian cancer, too.?

Two studies find that it does not improve survival for most ovarian cancer patients and keeps their disease from worsening for only a few months. And it has more side effects.

European regulators approved Avastin for ovarian cancer last week. But the drug?s maker, Genentech, says the results of the studies do not make U.S. approval likely. Without that, insurers may not pay for treatment. Avastin can cost $100,000 a year.
??

Avastin can still be sold for some colon, lung, kidney and brain cancers. The studies on ovarian cancer are in Thursday?s New England Journal of Medicine.

Egypt charge 2 Israelis with smuggling weapons (AP)

CAIRO ? Egypt's state prosecutor on Monday charged two Israelis and a Ukrainian with smuggling weapons and trying to implicate Egyptian security, the first case of its kind against foreigners since longtime President Hosni Mubarak was ousted in February.

A statement from the prosecutor's office said the three would be tried in an emergency state security court, usually reserved for terrorism cases. No date for the trial has been set.

The charges are the first case of bringing foreigners to trial in connection with the turmoil in Egypt since the ousting of longtime President Hosni Mubarak in February.

Although not directly holding the suspects responsible for any of the violence, the statement said the smuggled weapons were to be used in "illegal" operations aimed to implicate Egyptian security. No further details were given in the statement.

More than 100 people have been killed in clashes between protesters and security forces since Mubarak was ousted.

The country's rulers have often blamed "hidden hands" and foreign funding in the violence.

The statement said the first suspect, an Israeli-Arab resident of Eilat, Moaz Zahalka, arrived at the Israel-Egypt border crossing at Taba, carrying a large wooden box shaped like a cross. Upon inspection, the statement said officials found an automatic rifle and ammunition in the box.

The statement said that during interrogation, Zahalka, a tour agent, confessed he had two accomplices_ a Ukrainian living in the Egyptian resort of Sharm el-Sheik, who had asked another Israeli-Arab to send him the weapon. Zahalka frequently visits Egypt's Red Sea resorts, the statement said.

The Ukrainian and one Israeli-Arab are in custody, while the other Israeli has not been apprehended, the prosecution said.

In June, Egypt accused an Israeli of spying during the uprising. He was freed without being charged. Also, an Iranian diplomat was accused of spying and asked to leave the country.

Also Monday, a security official said late Monday a militant was arrested in northern Sinai. He said the militant had instructions on making explosives and statements denouncing the Egyptian military and police. The official spoke on condition of anonymity because he was not authorized to speak to the media.

Paul Loeb: If You Care About Keystone and Climate Change, Occupy Exxon

It seemed like the afterthought in the payroll tax cut extension fight, a small consolation prize to the Republicans on what should have been the easiest of bi-partisan votes. But the two-month clock is now ticking on whether Obama will approve the Keystone XL pipeline from Canada's environmentally disastrous tar sands. If we want him to make the right decision and deny the permit, maybe it's time to Occupy Exxon, with creative protests at local Exxon/Mobil stations. Of course we need to keep pressuring Obama. The bill's deadline precludes anything close to the kind of comprehensive environmental review that he called for after rallies and civil disobedience at the White House led him to delay approval for a year. But why not also go after the oil companies whose influence led the Republicans to hold the rest of the unemployment and payroll tax bill hostage to the fast-track requirement. Exxon/Mobil has long been the dirtiest of the dirty among these companies. This makes them a logical target.

In a week heralding news of melting Arctic methane beds, and a year of record global temperatures and billion-dollar weather-related disasters, demanding Keystone's approval is a stunning exercise in denial. But that's the deal that passed. So our challenge is not only to get Obama to reject the pipeline. We also want to make this raw power grab backfire on those who insisted on it by turning at least part of the national conversation back onto oil company greed. The more we do this, the more political room we create for Obama both to block the pipeline and to act more forcefully on climate change in general. So just as Occupy Wall Street has got us talking about predatory banks, Occupying Exxon would get Americans thinking about destructive fossil fuel interests--whether they're fighting for the pipeline, convincing the Republicans to block proposed cut-backs to their massive tax subsidies, or paying nothing in federal income taxes, as Exxon did as recently as 2009. Targeting Exxon links an issue most Americans may have barely heard of with a company known as an embodiment of greed. It also links Exxon's lobbying for the pipeline with their long-time backing of climate change denial. Using strategies, scientists, and PR firms borrowed from the tobacco industry, Exxon contributed $16 million between 1998 and 2005 to groups denying human-caused climate change and spent over $55 million to lobbying, at a time when even BP and Shell were beginning to acknowledge the reality. Exxon's claimed they've now cut this funding, but continue to back institutes and support politicians who promote denial.

The pipeline matters, because building it invites the acceleration of tar sands extraction. And the process leaves the resulting fuel contributing as much as three times the greenhouse emissions per energy unit as conventional oil. Given the massive size of these deposits, their full exploitation, say NASA's leading climate scientist, James Hansen, would create "game over for the planet." For this reason, twenty of Hansen's most respected climate scientist peers sent a letter to Obama opposing the pipeline, as did Desmond Tutu, eight other Nobel Peace Prize winners, and every major American environmental group, including the most conservative ones.

Given Obama's two month decision window, we need to keep pressure on the White House, from calling and writing, to public rallies, perhaps even at Obama campaign offices. The chances of Obama's again rising to the occasion are far greater if there's continued public outcry about the pipeline. But one powerful way to create this is to tie the proposal and the politicians who've backed it to the greed-driven agenda of the oil companies. I'd suggest we invite the Occupy Movement, environmental groups, and anyone appalled at our pay-to-play politics to show up at local Exxon/Mobil stations in whatever nonviolent and creative ways they can, whether through picketing, vigils, guerrilla theater, or civil disobedience. Other oil companies are also involved in the tar sands, like BP, Chevron, Shell and Conoco. Brand-name gas stations sometimes sell fuel from ostensible competitors. But Exxon remains the most powerful symbol, because of all they've done and are continuing to do in promoting blanket denial.

As always, the Republicans claim this is a jobs issue. Yet a credible Cornell study points out that the pipeline could actually cost American jobs, and even if the pipeline backers are right, we're talking only 5,000-6,000 temporary positions for two years. That doesn't count the climate change risks or the potential for the pipeline to break and pollute the massive Ogallala aquifer that sustains America's agricultural heartland. The latter possibility impelled Nebraska's Republican governor to speak out against the pipeline, in the wake of major citizen outcry and a 42,000-gallon leak this past July that spilled into the Yellowstone River from Exxon's Silvertip Pipeline. So any economic benefit would go largely to the project's promoters.

For most Americans, I suspect Keystone feels like an obscure minor issue worth the tangible gain of extending unemployment benefits and the payroll tax cut. I doubt they're highly invested on either side. But we know that the groups that lobbied for the Pipeline will go all out this round, so staying silent or confining ourselves to virtual lobbying is a bad option. But if we make Exxon and the oil companies the sleazy face of the fight, we can change the political context. Occupy Exxon protests would invite people to undertake flexible and creative approaches to the issue in their own backyards. They'd highlight the oil companies as the heart of the issue, so if Obama allows the pipeline he'll be seen as supporting them, and if he blocks it he can justly frame it as challenging corporate greed. Exxon's long undermined the habitability of the planet, from their day-to-day operations to their long-term political role. Targeting them just might make their latest destructive power grab finally backfire.

Last Iraq combat troops back at Fort Hood

1st Sgt. Scott Dawson has spent several Christmases overseas during four deployments to Iraq, but he arrived home for this holiday Saturday ? and he and his family hope it's for good.

Dawson was among the very last U.S. combat soldiers to leave Iraq a week ago. Members of his brigade having been arriving Fort Hood in Texas over the past week, and he was in a group of nearly 200 that landed Saturday. Only about a dozen are still overseas, along with members of another brigade that was in the final convoy to cross the border into Kuwait.

The soldiers' families waited for two hours in drizzling rain and chilling wind on Christmas Eve morning, some wrapped in blankets and holding signs decorated with ornaments and candy canes. They screamed upon seeing the troops from the 3rd Brigade, 1st Cavalry Division arrive in buses and march onto a field at the Army post.

When the announcer yelled "Charge!" at the end of the brief welcome-home ceremony, wives, children and parents ran to the soldiers, hugging and kissing them.

Dawson's wife, Capt. Jessica Dawson, said his absence has been difficult even though she may have a better understanding than other spouses. She deployed with her husband in 2009.

"He's missed a lot of birthdays and holidays, but you don't dwell on what you missed, and they are little enough that they won't remember he wasn't here," Jessica Dawson said. "The biggest thing is that he made it (back). Like I told the kids, even if he doesn't get back in time, this will be the best Christmas ever because he's out of Iraq."

Dawson kissed his wife and scooped up his two young daughters as they ran into his arms. Like many soldiers, he said he just wanted to spend time with his family over the holidays and hadn't made elaborate plans.

"It's great ... but it's odd because usually I don't get to stay home for very long," said Dawson, who is staying in the Army and isn't sure if he will be deployed to Afghanistan or somewhere else.

The troops slipped out of Iraq a week ago in heavily armored personnel carriers that moved under cover of darkness and in strict secrecy to prevent any final attacks. Dawson said the significance of being among the last to leave hadn't yet sunk in.

"In the future I'm sure this will really hit me," he said.

Col. Douglas Crissman, the 3rd Brigade's commander, also just returned home and said it was a privilege that the brigade was the last to leave Iraq. Preparing for the final exit took a year, he said.

"Fort Hood has given a lot ? blood, treasure, time and sacrifice ? like many Army installations, so being part of the closing days in Iraq is fitting," he said Saturday as he watched soldiers hug their families. "It's great to be part of the end. There's closure. We were the last vehicles to roll out, and that was a privilege."

Fort Hood has about 46,500 active-duty soldiers. Since 2003, more than 565 have been killed in Iraq and Afghanistan, according to officials at the Army post.

Maintaining balance is crucial. In Drosophila, the common fruit fly, the creation and maintenance of the blood supply requires such balance.

UCLA stem cell scientists have now uncovered that two-way signaling from two different sets of cells is necessary for that balance, both to ensure enough blood cells are made to respond to injury and infection and that the blood progenitor cell population remains available for future needs.

The stem cell-like blood progenitor cells ? which contribute to the cells of the adult fruit fly's blood supply ? receive signals from cells that live in a nearby safe zone, or niche. These signals keep the progenitors in the same stem cell-like state so, when needed, they can begin differentiating into blood cells.

And in a new discovery, the UCLA stem cell scientists found that the blood progenitor cells receive critical signals back from the daughter blood cells they create, telling the progenitor cells when enough blood cells have been made and it's time to stop differentiating.

The new discovery of the "back talk" from the daughter blood cells appears Dec. 23, 2011 in the peer-reviewed journal Cell.

"The cells in the niche provide a safe environment to support blood progenitor cells," said study co-senior author Dr. Julian A. Martinez-Agosto, an assistant professor of human genetics and pediatrics and a researcher with the Eli and Edythe Broad Center of Regenerative Medicine and Stem Cell Research at UCLA. "When the blood progenitor cells receive signals from the niche cells it creates an environment for those cells to maintain their potential and not differentiate."

Previous studies have shown that when you remove the niche cells, the blood progenitor cells differentiate unchecked. Ultimately, the fruit fly runs out of blood progenitor cells and is not able to make new blood cells to mount an immune response to infection or injury, Martinez-Agosto said.

The new findings by Martinez-Agosto and study co-senior author Utpal Banerjee, a Broad center researcher and the Irving and Jean Stone Professor and chairman of molecular, cell and developmental biology in Life Sciences, identified additional signals not coming from the niche cells. The new signals were coming from the daughter blood cells the progenitors were making, a surprising discovery, Banerjee said.

Martinez-Agosto and Banerjee noted in the four-year study that once the progenitors cells had begun differentiating and the blood cells they were creating became mature, the progenitors became very quiescent, or quiet, and did not multiply. They theorized that there must be a signal coming from the daughter cells that told the progenitors to stop multiplying and differentiating.

"It was a very surprising finding, because there was no reason to suspect that the differentiating cells had any role at all in the process," Banerjee said. "It's always been the paradigm in stem cell biology that all that was needed was the signaling from the niche cells to maintain the progenitor population. Now, we've shown that you also need the signals from the daughter cells to help maintain the progenitor cell population."

The signaling from the niche cells that maintains the progenitor population is called Hedgehog. In this study, the scientists showed that the daughter cells are sending back a signal to the progenitors that is mediated by Adenosine deaminase growth factor A (Adgf-A). The signal regulates extracellular levels of adenosine, which opposes or counters the effects of Hedgehog signaling.

"We've shown that adenosine as a molecule is really important for regulating the proliferation of progenitor cells in blood. And it requires a delicate balance ? just enough signaling to give you more blood cells, but not so much that all the progenitor cells are lost," Martinez-Agosto said. "Maybe other progenitors or stem cells are using the same signaling to determine when to differentiate or not."

The team used the fruit fly because it is a very accessible model organism in which genes can be easily manipulated and their effects on cells monitored, Martinez-Agosto said. They dissected the fly lymph gland, where blood cells are made, and used green florescence to label progenitors and their daughter cells to determine when they were differentiating.

Going forward, the team will try to understand if the progenitor cells can sense the adenosine in their microenvironment under stress and injury conditions and how cell division biologically counters the niche signaling to promote formation of blood cells.

The study was funded in part by the National Heart, Lung and Blood Institute.

"Our findings reveal signals arising from differentiating cells that are required for maintaining progenitor cell quiescence and that function with the niche-derived signal in maintaining the progenitor state," the study states. "Similar homeostatic mechanisms are likely to be utilized in other systems that maintain relatively large numbers of progenitors that are not all in direct contact with the cells of the niche."

8 US soldiers charged in death of bullied comrade (AP)

NEW YORK ? Even before the Army sent him to Afghanistan, supporters say, Pvt. Daniel Chen was fighting a personal war.

Fellow soldiers at a base in Georgia teased him about his Chinese name, crying out "Chen!" in an exaggerated Asian accent. They called him "Jackie Chen," a reference to the Hollywood action star Jackie Chan. People would ask him repeatedly if he was Chinese, even though he was a native New Yorker.

At one point Chen wrote in his diary that he was running out of jokes to respond with.

Then he was sent overseas, and the hazing began: Soldiers dragged him across a floor, pelted him with stones and forced him to hold liquid in his mouth while hanging upside down, according to diary entries and other accounts cited by a community activist.

On Oct. 3, the 19-year-old Chen was found dead in a guardhouse in Afghanistan with what the Army said was apparently a self-inflicted gunshot wound.

On Wednesday, the Army announced charges against eight soldiers in his death, saying Chen was a victim of illegal hazing. Five of those accused were charged with involuntary manslaughter and negligent homicide. The alleged offenses also included maltreatment, assault and threats.

The military would not discuss the exact circumstances surrounding Chen's death. But family members and community activists said they suspect the bullying may have driven him to suicide.

"Whether suicide or homicide, those responsible for mistreating Danny are responsible for his death," said Elizabeth OuYang, a community activist who is representing his parents, Chinese immigrants who live near New York City's Chinatown neighborhood.

Attorneys for the defendants could not immediately be located. The sister of one of them had no comment. Other relatives could not be reached.

Eugene Fidell, an expert on military law and former president of the National Institute of Military Justice, said bullying has been a recurring problem for the military.

"If there was brutality within the unit, that's a betrayal of the bond of brotherhood," he said. "That is, in theory, the underpinning of what holds a military command together."

He added: "Can I imagine somebody being bullied in the military to the point of taking his or her own life? Yes. These people are young people. You're at an age of vulnerability as well as strength."

In 2010, three Army sergeants were punished after Pvt. Keiffer Wilhelm of Willard, Ohio, killed himself 10 days after arriving in Iraq with a platoon based in Fort Bliss, Texas. Wilhelm's family said he was being bullied and forced to run for miles with rocks in his pockets.

Two sergeants were imprisoned for six months and three months, respectively, on charges of cruelty and maltreatment. The third was convicted of obstructing justice and given a one-grade reduction in pay.

Activists said Chen's case has highlighted the military's poor treatment of Asian-Americans, who remain a tiny percentage of new recruits even as the percentage of blacks, Hispanics, women and other groups has grown.

Pentagon officials would not comment Wednesday on the specifics of the case. But Pentagon spokesman Navy Capt. John Kirby said hazing is not tolerated.

"That's what this uniform requires. And when we don't, there's a justice system in place to deal with it," Kirby said. "That's what we're seeing here in the case of Private Chen."

The details of Chen's alleged hazing came from Facebook and email messages, discussions with cousins and a few pages of Chen's journal released by the Army, OuYang said at a Chinatown news conference.

Chen's relatives said they were encouraged by the charges.

"We realize that Danny will never return, but it gives us some hope," Yen Tao Chen, his father, said through a translator.

Chen was assigned to the 3rd Battalion, 21st Infantry Regiment, 1st Stryker Brigade Combat Team, 25th Infantry Division, based in Fort Wainwright, Alaska.

The Army identified the soldiers charged as 1st Lt. Daniel J. Schwartz, 25, of Maryland (no hometown was given); Staff Sgt. Blaine G. Dugas, 35, of Port Arthur, Texas; Staff Sgt. Andrew J. Van Bockel, 26, of Aberdeen, S.D.; Sgt. Adam M. Holcomb, 29, of Youngstown, Ohio; Sgt. Jeffrey T. Hurst, 26, of Brooklyn, Iowa; Spc. Thomas P. Curtis, 25, of Hendersonville, Tenn; Spc. Ryan J. Offutt, 32, of Greenville, Pa.; and Sgt. Travis F. Carden, 24, of Fowler, Ind.

VanBockel, Holcomb, Hurst, Curtis and Offutt were charged with the most serious offenses, including involuntary manslaughter, negligent homicide, and assault and battery.

Offutt's mother, Carol Tate of Sharon, Pa., told The (Sharon) Herald that she has known about the charges for a while and has talked to her son.

"I think there's a lot of things that really haven't been brought up," she said, but declined further comment.

Schwartz, the only officer among the accused, was charged with dereliction of duty.

The two most serious charges, involuntary manslaughter and negligent homicide, carry prison sentences of up to 10 years and three years, respectively, under military law.

The soldiers are still in Afghanistan but have been relieved of their duties and confined to a different base, the military said. The next step is a hearing to determine if there is enough evidence for a court martial. The proceedings are expected to be held in Afghanistan.
